Taiwan’s Health and Welfare Minister, Hsueh Jui-yuan, has announced that a major overhaul of hospital evaluation standards is underway, with the possibility of abolishing limits on the number of medical centers. This has sparked discussions and concerns about the reliability of hospital assessments, particularly after rumors circulated that Taipei Tzu Chi Hospital may replace Taipei Municipal Wanfang Hospital as a frontrunner in the northern region’s medical center. Minister Hsueh assured that the core concepts of tiered medical treatment will remain unchanged, and this year’s evaluation plans will not be affected. However, he acknowledged that the evaluation standards for medical centers, which have not been updated in over 20 years, need to be reviewed. The new evaluation standards will be announced publicly after a meeting, and medical centers willing to participate will undergo a trial evaluation. A draft of the updated standards is expected to be implemented within two years, in time for the next evaluation round in three years.

The Kaohsiung Circular Light Rail Transit has received permission to operate from the Ministry of Transportation and Communications (MOTC) and will begin trial operations from January 1 to February 25, 2024. The C24 to C32 sections of the light rail have completed inspections and necessary adjustments, allowing for formal operations. Students in Tucheng Precinct of New Taipei City Police Department who are found with harmful weapons like knives will face legal consequences under the Criminal Code of the Republic of China, Social Order Maintenance Act, and Juvenile Justice Act. Recently, a student named Kuo and a girl named Lin were arrested on suspicion of instigating a serious crime, and they are currently being investigated for an attempted murder case. They have been sent to a juvenile court for trial. Kuo, accused of slashing the throat of a classmate named Yang, has been detained, while Lin has been held responsible. In response to the incident, Tucheng police and the school have increased patrols on campus and provided psychological counseling for students who witnessed the event.

Oceanic Beverages Company, previously under scrutiny for water quality violations at its Pingzhen factory, has announced that its apple cider products now meet health standards set by the Taoyuan City Government’s Department of Health (DPH). Chen attacked a homeless man, Lee, with a brick after being refused help and insulted, resulting in Lee’s death. The next day, Chen severely injured an air conditioning repairman named Chang. Chen’s previous convictions for assault and violence, as well as a diagnosis of antisocial personality disorder (APD), were taken into consideration during the trial. The Pintung District Court initially sentenced him to 13 years for murder and 7 years for attempted murder. The Kaohsiung Branch Court has affirmed the original verdict, denying Chen’s appeal and confirming that he will serve the full 16-year term.

Taiwan’s first highway autonomous bus conducted its inaugural licensing and passenger-carrying tests. The Ministry of Transportation and Communications’ Highway Bureau commissioned Green Transit Co., Ltd to deploy the self-driving bus, which traveled 16 kilometers autonomously at a set speed of 40 kilometers per hour. The bus, accompanied by an engineering driver during the trial phase, cost NT＄30 million to develop. The full route spans 44 kilometers, with over 70% being autonomous. Taiwan’s Tourism Administration has requested a hotel near Sun Moon Lake in Nantou County to adjust its reservation system. The hotel’s online reservation system was found to be in Simplified Chinese and listed the hotel’s address as ＂China Taiwan＂ instead of Taiwan. The Tourism Administration has instructed the hotel to ban the use of ＂China＂ and provide a Traditional Chinese interface. The hotel management clarified that it is 100% Taiwanese invested and partnered with Wyndham Hotels & Resorts to attract more tourists. The appearance of ＂China Taiwan＂ on the reservation system was due to linkages with the Wyndham booking site, which is overseen by China for the Asia Pacific region. The Nantou County Government Tourism Bureau has jurisdiction over the hotel, which began trial operations in August and is set to officially open in January next year.

The Taipei Dome, after undergoing a closed-door test, is set to host 13,000 fans for a test match on Saturday. Lee emphasized that fans will no longer need raincoats as the Dome provides shelter. The Taipei Dome plans to hold a public try-out of its capacity, allowing 13 thousand people to attend on November 18. The city government has requested that Farglory, the construction company, provide free use of its facilities while the Dome’s operating permit is pending approval. The Dome is equipped with a parking lot that can accommodate 969 vehicles and 1116 motorbikes, aiming to meet the public’s needs throughout the year.

The Tainan City Government announced on Friday (Oct. 13) plans to open inner lanes and allow direct left turns to scooters and motorcycle riders at 31 intersections on Zhongzheng Road and Fuqian Road in the West Central District. Starting from Oct. 28, a six-month trial period will take place, during which ＂hook turn＂ waiting areas will be retained.
